Depends on if there is a time limit or not. As Dracule mentioned Goku eats faster. Luffy's ability to stretch could win it for him in a long all you can eat contest. Luffy does fall asleep often so that could cost him.

I would have posted that, but Luffy hadn't eaten for nearly a day and had just gotten out of Ivankov's exhausting poison recovery procedure that left him nearly skin and bones.

It is true Goku eats faster, but Goku has to sleep. Luffy catches up to him during sleep time. in the end, it'd still be even.
