between Neji and Lee who do you think is better in terms of just hand to hand combat....to me they both seem pretty equal eight gates aside...whats your thoughts?

That facepalm is unnecessary as they both specialize in taijutsu, dude.

Their fighting styles are completely different though, so it is hard to compare them.

Yes, they both specialize in Taijutsu, but Lee uses Taijutsu, and TAIJUTSU only (excluding the gates). I know this does not necessarily mean that Lee is better than Neji but it somewhat implies it.

Neji has always beaten Lee right? So I guess he is the better one

The only ninjutsu Lee uses is putting chakra on his finger tips, and Heavenly spin, which is just him rotating attacks away from him.

Like I said though, they are different styles of taijutsu, one focuses on precise accurate strikes, and the other one is all about speed and strength.

With the 8 gates aside.
Its an obvious Neji. Since Neji can hit Chakra points, lowering Lee's speed and endurance
Not to mention his byakugan seeing each and everyone of Lee's actions he can also use an Ultimate Defense Rotation
