Sasuke with his Sharingan on was also able to see lee's attack coming, But was not able to defend against it.

You missed the point here, No matter if you can see an attack coming, It wont do you any good if you are not able to defend against it, To defend against lee you must be as fast as he is if not faster, and in this case Neji may be equal to Lee's base speed, But Lee without his Leg weight's is more faster then Neji, so it won't do him any Good if he can see the attack, He Lacks the speed and Power to defend against it.

And just to let you Know that sasuke used his 2 tomoe sharingan which also has the ability to predict exactly where his opponent is gonna hit, and he clearly Knew that where lee was gonna hit yet he failed to defend, Because he lacked the speed,and byakugan only grant's you ability to see through object's and a 360 degree of vision it does not posses the ability to predict movement's.

He was only surprised when Lee opened the gates and started WTFblitzing gaara. He was even able to keep up with KN0 Naruto in the finals, who was considerably fast himself.

Neji's reaction speed is good But he is not on Lee's lvl as i said, Seeing an attack and trying to dodge it won't do you any good if you can not maintain that speed,The byakugan Has only the ability of a 2 tomoe sharingan which is to clearly see the attack and minor detail involve in it thus making the user see through an attack, By 'normal training' i meant that he does not use the hardcore method's Like Lee to increase his speed, infect he does not like it he calls it madness, and do you seriously Believe that Neji is as fast as Lee without his weight's, i don't think so,and Lee does not use the normal weight plate's, his weight cracked the ground when he drooped them.

show me when Neji was beating Lee except from their childhood memory, at that time Lee did not has the Battle prowess he has now, And sparring is a lot different then a death match.
