It's obvious that prime Hiruzen is the strongest Hokage. If only Madara had faced Hiruzen(prime), then maybe he would have said that Hiruzen(prime) and Hashirama can still defeat him. And remember that Madara is speaking from his point-of-view. Because he has not faced Hiruzen(prime), he can't compare his power with him, he can't say that Hiruzen(prime) can still defeat him because he has never faced him before.

Just because we have not see what Hiruzen(prime) he can do, doesn't mean that he can't defeat Madara or Hashirama.
