Think about all the organizations that he started in Kohona. He is the bests kage to deal with government and etc. He is the best water user of all time and a great genjutsu user. He came up with iwr technique too and could sense any shinobi in the world. He was also great with space time ninjutsu. He might not be the strongest but he's the 2nd best overall kage ever

Minato saved all of that from being crushed by the Nine Tails. I believe they're equal in that category. Besides, ANBU has proven that they're useless and nothing more than pumped up fodders.
