What you basically described was Amaterasu.
Unlike Tsukuyomi, and unlike what you say, Amaterasu can be used from any distance, may it be 10 or 100 meters. That's not just made up by me, but also stated in the databooks. That extract from the third databook, which was quoted several times lately, refers to Tenshafuin: Amaterasu, the technique that Itachi used to seal it into Sasuke's eye. Furthermore it can also be used instantly, like demonstrated against Kabuto.
However, I don't completely disagree. The title is obviously wrong, but Kamui is highly dangerous indeed. It can be easier dodged than Amaterasu (since the only targets it absorbed instantly were small or thin, not like a human body), but it's still very dangerous. Furthermore it can be used for more purposes than just attacking, it's a perfect defense mechanism. Deidara's C0 or a normal sized Bijuu Dama, for example, are incredibly powerful and deadly to most characters, but can be easily teleported with Kamui.
