So the question is who else could hold their own against top shinobi without being able to use arms???

ORO did so w/o arms and jutsu, but I don't see anyone else doing that. So who's on your list

I see this only being a non-factor for Kiba

I think Kabuto could fight some high class shinobi rather well without hands because of that bellybutton snake he could use some interesting grapples.

IDK. Their both Taijutsu Users. Tsunade can infuse chakra in her legs/feet, along with her Regen. Technique and Might Gai, well, is a Taijutsu Specialist and Eight Gates,... nuff said. xd

The best persion i can think of is sasori in hiruko form and when he controls his 198 puppets with his heart. kakuzu with his 5 hearts

I think that's only regarding defense, for his offensive attacks I think he usually uses his arms/hands to signal and guide the sand

Dont think so. Also zabuza killed a bunch of fodders with a kunai that he held in his mouth xd. These fodders were below fodders though, they werent even shinobi's, but still.

The jutsu he relies most on is immortality, he doesn't use much jutsu. Tongue+sword+mouth lol

Zetsu isnt useless, not at all.
Also i just remembered that sasori shouldnt be included because in order to activate those 198 puppets, he first has to use his hands to get out the summoning scroll xd.

ALso forgot shino and his clans can just let their bugs attack you xd
