Not even close IMO.

He's a completely bland character and really doesn't add much to the story other than being a plot device for Sasuke.

Now if you mean in regards to power then yea he's up there, but not at the top. In regards to his character I already gave you my opinion.

Mary Sue's don't interest me much.

He is the only one who has pulled a major victory for the shinobi alliance, single handedly.

Without him the war was a single sided affair. No one would have stopped sasuke or madara or tobi or Kabuto.

So yeah is the G.O.A.T :|

Kakashi, Sakura, and Jiraya are also huge parts of the plot. Although Itachi is up there too :3. As is Orochimaru.

I could say Jiraiya is the "G.O.A.T" because he taught Minato and passed his ideology onto him. This then resulted in the birth of Naruto who is the hero of the entire manga. Jiraiya also sacrificed his life and gained valuable information on Pein without which the leaf would most certainly be no more.

I could say Rikudo Senin because without him the world would be destroyed (by Juubi) and there would be no ninjutsu (which he taught). Where would the manga be then?

I could say without Shisui the alliance would lose for sure, because it was his eye which allowed Itachi to escape Edo Tensei. Without that Eye the entire course of the manga would change. Danzou wouldn't have been an effective shinobi or negotiater.

Don't let me get started on Orochimaru. Or Hashirama Senju and what he did and his DNA.

Point is, you cannot say one character is the "G.O.A.T". If you do, So6P takes it clearly.

Is Itachi one of the most influential? Yes. Is he the "G.O.A.T"? Hell no.

Seriously how many people have returned from the death to save their country or village in the naruto manga???

Even in death he continues to serve his village. Not even the first and the second hokage were able to achieve such a feat.

He gave up his family in order to protect Konoha from a coup d'état that would have probably thrown the entire village into civil war and would have COMPLETELY wiped out the Uchihas. He instead produced a very strong heir to the clan (Sasuke) to possibly bring it back or at least to carry on the bloodline. Then he went into exile. That is probably one of the greatest displays of self-sacrifice ever displayed in an anime for the greater good of the people.
Almost similar to Leluche in Code Geass, becoming the common enemy to unite the world in peace, although Tobi/Madara is closer to Leluche if that turns out to be his intent. What a plot twist that would be.
OT, Not only has Itachi given the whole story a reason for progressing as well as the characters a reason to get stronger and develop as a whole.

Sit back and think how important Itachi is to the story? Now I'm not saying he isn't important but what about the other important characters? Such as Minato and Kushina, who eventually gave birth to Naruto. Or even the Kyuubi, he played an important part in the whole story overall.

He was not the G.O.A.T., Shisui Uchiha is. If it wasn't for Shisui MS Genjutsu ability then Itachi want be successful. Also, Itachi had some help from Sasuke so.... Even thoguh that majority of the story is revolved around the Uchiha's, mainly Sasuke and Itachi, I, in my opinion, think Tobi is the G.O.A.T. just because he heavly influence plot.

The other things your mention such as "Top..." and contribution in the war (and other things) is your opinion.
