They werent as free as kabuto lets his be. They have no mind to do what can really cause havoc. Plus teh fact they had to keep everything with in the barrier and not harm oru aswell. That was in part 1 if he really was still the strongest his name should have been metioned atleast once by Kabuto but who got all the praise.....it was Hashirama because his the strongest.
