Well, isn't 1vs1 battle a fair one? He captured him, got him away from people, and then fought him.
Maybe not completely fair battle, because Sasori planned the attack, but it was the Kazekage after all.

It depends, does sasori view the village as art? I think the problem is he wouldnt protect the people well enough, he would just view them as expendable.
And sasori did say that the third was the hardest one to get. Does that mean that it was in a fair 1v1 fight? No, but there was a struggle and sasori came out on top.

I'm saying that too we don't know and i just think he attacked sneakly. It's just an opinion but Sasori is the strongest Shinobi in Hidden (with 3rd kazekage puppet)

The reason why Sasori would be the best Kazekage ever, is because he is stronger than any previous Kazekage

he didnt beat third in a straight fight, he had to poison him.
