No, Susanoo is a technique of the Sharingan and imo the EMS grant you the perfected one. He used it against Hashirama, although he awoke the Rinnegan shortly before his death (Tsunade: Did my grandfather really fight this?, Madara: I told you that Hashirama is the only one who can stop me".)

Yeah, this Susanoo is pure destruction. One slash destroys the meteorite and two mountains miles away with it. If this Susanoo is the power up for Sasuke, besides his other Jutsus and Sharingan techniques, than they would probably be equal.

Me personally don't think Hashirama fought that. Nine tails and a perfect susanoo? That's a bit too far. I agree that Hashirama fought the Nine tails and EMS Madara with susanoo, but not a perfect one. It's obviously that you need the rinnegan for the perfect one.

If you need EMS, then why don't Sasuke have a perfect susanoo?
