He has warped around Gedo Mazi/ bijuu and he saved sasuke without anyone noticing, Warped Fuu and Tirune in a second. He can warp faster but he chooses not to. Also how do you think he got the Kyubi to the village so fast? I mean it wouldn't be an instant warp but if he pushed himself i am sure he can. Fast? maybe not. Could he risk being hit? Maybe not. Can he do it? Yes.
