Most overrated underrated character in the narutoverse

Who is the most overrated character that is generally overlooked in the narutoverse? I've seen a lot of threads recently overrating mū and I can so why because his abilities are so unique, but also have some flaws to them.

So I've already said who I think is the most overrated underrated character in the NV, who do you guys think?

Underrated: Someone like Shikamaru, his intelligence rivals Itachis and people still don't think he could take on certain characters.

Sasori is underrated, i've seen people put him as the weakest/second weakest Akatsuki member.

Havent seen any other character winning poll results against edo madara and current tobi so the most overrated easily goes to minato.

Underrated?, there are loads. Id go with kisame

^ I agree with this but there are many more other Ninja's who are also over-rated and under-rated but these two are the Ninja's I thought of first. imo..

There are so damn many overrated/underrated threads.

But anyways, underrated would be Sasori and Tsunade. Overrated...Itachi, and Minato. Although I like both of those characters.
