I don't know man Zabuza was powerful but he was ultimately beaten by Kakashi twice with high difficulty, who is close to the Kage level. He might stand a chance against the mizukage Mei also Kazekage Garra and Hokage Tsunade. You can't overrate the kages too much. Tsunade had a hard time in a one on one battle with Kabuto before his powerups. Gaara is powerful but still has much less experience than Zabuza. We still haven't seen any great abillities from Mei that would easily defeat Zabuza.

Yes, but remember kakashi was no where near kage level at that point, he had no stamina - a couple of suiton, and using sharingan and he was out.

Tsunade woulda owned kabuto if not for her thing with blood. Also kabuto was still very powerful even at that point.

Zabuzza simply does not have enough fire power to break theough gaaras ultimate defense. Madaras susanoo couldnt cut through.

Mei uses boil release, dissolves zabuzza. He wouldnt even notice, either until its too late.

He goes for close combat, stab with sword first before going suiton though. He stabs tsunade, tsunade turns around and punches the crap outa zabuza. He wouldnt be able to dodge fast enough, and even if he could he wouldnt be expecting tsunade to survive.
