Yes i believe Kakuzu is on Itachis level because:

- He has 5hearts and 5chakra system, so genjutsu may be useless since even if one chakra system fall under Itachis control, the other could wake him up.

- He has his doton defense that could make him almost untouchable in close combat. Only raiton is his weakness

- He has great long range attack and has a great experience in battle and i suppose he has great knowledge about sharingan since he fought all this time

- With all his jutsus he can overwhelm Itachi and he has much more chakra than him, so Itachi could not keep up if the fight last too long

By hype, he fought Hashirama when at that time he was young, with only one heart and one affinity, without the experience he achieved during his life and managed to survive. Now he is even much more powerful than back then. He was even the strongest in his village, and if authorities wanted him to assassinate Shodai(suppose to be the strongest in ninja world), that means Kakuzu must have been one of the strongest at that time. So begin to imagine right now, when he is even stronger than at that time...

When Kakuzu got "owned" like you say, he already lost 2hearts, and he didn't had his doton defense as well. Also to mention, Naruto wasn't alone. Without Kakashis help, he would have been dead. But even then, Itachi doesn't have FRS and genjutsu are useless against Kakuzu...
