There's a big misconception going on that Tobi was scared of Edo Madara. The truth is, he was surprised that Kabuto knew, and he didn't want the truth to get out. He sided with Kabuto not because he was too scared to fight back, but because Kabuto promised not to tell anyone, and his Edos would only boost Tobi's fighting power.
Conversely, Kabuto felt threatened when Tobi asked for the secrets of Edo Tensei, and decided to tell him in a sort of fear, even when he had a vast amount of Edo pawns with him. So really, people saying Tobi was scared of Edo Madara don't really have any good proof. Both theses examples show that both Tobi and Kabuto are threatened by each other, but Tobi doesn't really seem surprised about Edo Madara anymore, and he doesn't really care.
