for the second i think it's the 4th... for the first question i'm not completely sure but from what we saw it's the fourth... but then again we haven't seen all of the hokages in their fullest... at least i don't think so

that's your opinion... The problem to this question is that they all are really different fighter! This question isn't really possible to answer unless you're kishi lol.

And by the way, I don't want to offend hiruzen, but in the fight between the 1st the 2nd and the 3rd, I suspect kishi to have been a bit too gentle with the 3rd... I mean the 1st has godly power, and singlehandly defeated Madara! More, he was teamed with his brother who too was a freak of nature!!

I think either the 1st and 2nd weren't at their max because they were summon or kishi tricked the fight!
