No, as far as I can remember Sai never tried to kiss Naruto. He wanted to comfort Naruto when he was feeling down and his book stated that hugging a person often helped making them feel better, so he tried to hug Naruto, but Naruto took it the wrong way and thought Sai was trying to hit on him
