He can choose what becomes intangible, like his clothes and himself, and whoever he wants that is touching him. If sasuke wasn't tangible, then even if he didn't get hit, he would have been carried off by the wind due to the speed of the raikage

Horrible analogy BTW, but the fan will not slip out of his hand if he DID NOT WANT IT TO also OP's argument is solid, Raikage is atleast twice the size of Tobi, so Sasuke who Tobi hand thrown over his shoulder like a Russian hooker on too much coke, would more than just be hit by Raikage IF TOBI HAD NOT MADE HIM INTANGIBLE.

Well, that's the point of becoming intangible... to be able to go through objects. Just because he's going through the Earth does not mean that he's making the Earth around him intangible. << Is that what you meant?

there was a debate that tobi can control his gravitational center while intangible, in other words when he should very well be falling through the earth he can manipulate his intangible body to his will, rising and dropping into objects and what not

but making the ground intangible.. thats a stretch

Obviously he made himself intangible,he could have made Naruto intangible but what a waste that would be.

He could have made himself intangible but he would have to re-materialize to give himself some footing so he doesn't fall out the earth...pressure from that re-materialization should crush any part of him sooo this is why i say he makes the area intangible, just like how he can make other things intangible.
