Why do you like non-developed characters?

Now, this may come off as me trolling but I'm not trolling .-.

Why do you guys like characters such as Tobi, Madara, Kabuto, Minato etc.
What makes them so appealing to you that even though you've seen them once or twice and they're completely OP you guys seem to like them anyway.
I used to think that people would like a character because their character development increased throughout the story, but seeing as how a majority of you love people who've been in like 3-5 chapters I'm getting confused..

Because I felt bad for Haku due to his storyline, and on top of that ice style was always so appealing to me. + She always worked with Zabuza, so much potential wasted because Naruto had to kill him... But I digress.
Basically because of storyline and character development.

In my opinion, Haku was a fully developed character. You can feel free to disagree, I won't hold a grudge. :3

Besides Tobi we haven't exactly seen any of the stated named above because they don't have a major part to play atm. Its all about Naruto & Sasuke with side/maincharacters as Kakashi/Guy/Konoha 11 etc. But people like Minato, Madara - pure hype, power, skill and charismatics feats.

'Weak people are ugly, Weak Senju are even more ugly' epic quote is epic, mix that together with Madara who is basically fighting with a hand behind his back and you got a favourite character of hundreds of people.

Minato is my favourite and I like him not because of the hype he gets or because he can use FTG, it's the total package. I've rewatched/readed alot of eps/chapters involving him and I must say I still can't find a huge flaw. He is not arrogant, He has skill, considered the fastest, smart as hell. God? No - Great? Yep.

People tend to judge to fast it's true but people like Tobi/Minato and Madara, these characters and not just these is what makes the Narutoverse awesome.

Also, the detached personality is appealing/likeable.

Sasuke was definitely a well developed character, such an interesting storyline :3. He was always pretty appealing to me.
