I think what he means is we haven't saw enough character development for him to make a accurate list of his abilities.
We've seen him enough honestly.
I haven't been trolling i've been giving good reasons. Rotation stops Tsunade from hitting him and he spams 64 palms on her she cant keep using mito's seal or she will die. Or in a scenario where Tsunade punches the ground he can jump out of it's way use vacuum palm to push her back and continue his attacks back on the land.

Now if that's all you're going to make for me then that's an easy fix.
Tsunade has nearly double the chakra capacity for Neji, you suggest that Neji has the cababilities to keep using rotation and his 64 palm, mountan crush and air palm constantly don't you?
We see him slipping in one day's worth of battles against Zetsu clones and we see Tsunade still holding her own against Madara, exhausted yes but not to the extent we see Neji by the end of the first day and the power each character is going up against is drastically gapped and don't even try to suggest the amount of Zetsu clones Neji has probably fought against touches the surface of power Madara has been using.

Lets call in experience now, Neji's been a shinobi for 5 years, Tsunade has nearly 50 years under her belt.
Tsunade is much smarter then Neji, double his strength and endurance, and lets not forget how shinobi fight, as you clearly suggesting that Tsunade and Neji are fighting head to head in normal taijutsu, that's not how it works.

Tsunade is a medic, medics don't fight head on unless they have Tsunade's technique, which she doesn't use off the bat. Against a fighter like Neji, of whom she knows his abilities, she's not going to fight him so close until she knows he's done in.
Tsunade stays out of range of his attacks, what good is taijutsu if you can't hit your target? Tsunade can unearth the ground, we've seen the immense strength and we've seen her literally throw sections of earth at her opponents. She has all that at her disposal.
Tsunade can definately keep creation rebirth active more times then Neji can use all of his attacks in a single day, you haven't even taken Neji's stamina into account.
Not to mention Tsunade has the ability to render Neji completely helpless with a single tap. Her body pathway technique, Tsunade needs to touch Neji once to confuse his sense and his impulses. If she taps him just once with that she leave Neji a sitting duck. If Tsunade taps him at all he's virtually dead.
Tsunade specializes in distancing and avoiding enemy attacks, she's done so for nearly 50 years of her life Neji hasn't even seen life that long.
Neji's efforts will be getting close to Tsunade, avoiding her projectiles of earth, worrying about trying to hit her and not getting hit. The fact that Tsunade doesn't need to do much but exhaust Neji in short time to have him slip up enough where she can move in for her strike.
If you want me to bring in her big ass summoning too I can do that too, but that'll be over kill.
