I thought the KG part could be overlooked since it's not in use currently in the RP system o_o i mean all that she got is a specialty in fire, and i asked Emperor about the cannon bio part, and read the restrictions in the Nekura clan, it doesn't say anything about cannon bio restriction, and i've seen another cannon bio who's a Nekura like this one.

Judging from the previous portion of the history, it's a cannon Dosu bio o_o the only thing that could be a contradiction is the KG part, but i dunno it's up to you man.

Ya you can but not all custom clans, the Nekura clan abilities are not a KG so the Nekura's abilities can be taught, but when the custom clans hold a KG it can't be a cannon bio, plus the cannon bio must have no present KGs, plus i've seen an approved cannon Nekura bio before.
