Are we allowed to create our own weapon?

So if I made a weapon like this:

Tako Taishita Yakuin (Octopus Great Staff)
A staff that requires the summoning of a great octopus for water based elemental attacks. This staff attacks fine without a summoning, and can used for many purposes in battle.

Would i have 2 get this approved?

How is this cheap? The 3rd Hokage used a staff summoning!

p.s., when shop opens this is my weapon.

What I'll do with the weapon is have the summon do a jutsu, and have that count as my turn. That sounds pretty fair 2 me.
