So far we know, he is only strong to avoid attacks, but when it is to attack by himself, he is not that strong and could easily be pawn by a combo Kakashis clone(as a feint)+Asakujaku

No, i'm not saying he doesn't have some rinnengan jutsus(he said he had human path when he wanted to have informations from Yamato). I'm only saying we don't know which jutsus from the Rinnengan he possess really and to which extend of it. I mean, just look at MS. One MS is Amaterasu, the other is Tsukiyomi, and combine it's Susanoo. That means if you remove one MS from this Uchiwa user, he could only use one jutsu(Amaterasu or tsukiyomi depends on the eye which is remove, and because 2MS is needed for Susanoo, he doesn't have it anymore too).

If we take that into consideration, it can also be possible that for Rinnengan jutsus, 1eye is half of Rinnengans power, and the other eye is the other half. So we're not sure if Tobi can use all Rinnengan jutsus(and which of them). Maybe he can only use half of them, just cuz he only has one Rinnengan eye. I don't know if you understand what i want to say. :shrug:

and IMO the lack one eye cuts the power of jutsu into half
but all the jutsus remain

shinra + bansho = chibaku
so by removing one eye
only shinra or bansho remains

more then enough to deal with gakashi
