Im not to sure, Danzo wasn't an official kage, and tsunade is really strong, not to mention mass healing or anthing.....a kage is strong because they've reached the rank of kage, thats kind of why they run whole villages...

From what we've seen Mei... I was hoping she would b OD cool
But all she really is is flashy and a one trick pony ...
And from what we've seen from water users she's by far the weakest in terms of the water users...I was hoping for a female kisame shore the lava is Fatle but all u hav to do is dodge it ... Lik madara or ******

Also Idk why ppl are saying tsnuade this jutsu she's shown she can't die in battle (well untill chakra runs out I think) plus in terms of raw strength she's by far strongest
Even madara said how she's slower then raikage but phyisically stronger

I really don't know but... For me hiruzen is very hyped and i don't care about him being a fairy tail as Kabuto said, all what i see is him crumbling in fear and waiting for Minato to show up when the Kuubi came to attack the village.

And to those who says the 4th, , , i wonder how easy it is to get haters for no reason , Minato is the Konoha's savior

IMO - Hidden Mist's Mizukage Yagura was the weakest.

We don't know the first and (most second) raikage, kazekage tsuchikage, mizukage.
But with the current information, i'd go with the 4th mizukage and tsunade. They would have to fight for it
But in the end they are all strong.

Tsunade IMO. She maybe stronger than a lot physically, but is also slower than most; a good reason why she wouldn't hit anybody.
