Weakest kage of all time

Danzou is definitely not weak, there isn't such a weak Kage, if he/she was weak they would've never became Kages.... But let's say weakest between all the Kages ever, I think it's safe to say 3rd and 4th MIZUKAGE, 4th Kazekage isn't week.... Magnet release -_-

depends i mean in a one on one fight against a strong opponent tsunade probably is. however on a battlefield against many opponents shes probably the most useful of the kage as her power punches can defeat fodder ninja in one hit and she can heal everyone with either katsuyu or her own techs
