Sasuke has always been talked about how he has " Potential." Potential just means you havent done nothing yet to get further. Every Fight he has, he just goes in blazing away, and never thinks of it again. He never actually trains himself to better, just sits there with Tobi wondering how the Leaf's going to end.
Reasons for Slacking : Sasuke has been seen to break Itachi's Genjutsu Tsukuymoi. But that wasnt the case , because he has really no experiences with Genjutsu of the Highest Level. Itachi never wanted actually use it to kill him, just stall the fight out, and in reason so ; Itachi coughed up blood and Sasuke likes Ohh.. get him now!. Just because the Sharingan grants the user to see through Genjutsu doesnt mean you can see through every single type, you must train it and Sasuke clearly doesnt.
When he was hit with tsukyiomi he experienced the affects of tsyukiomi he was holding his eye the tsukimi just wasnt that effective he did get hit with genjtusu its like saying
if i have sharingan i cant be hit with genjutsu if thats the case why would itachi use it against him. its like saying because i have fire and earth style i can use lava style but thats not the case it needs to be a kekkei genkai and even with kekkei genkai's u have to train them
Sasuke Tsukuymoi also been show that he doesn't effect time, since he doesn't train it!
Sasuke's Taijutsu isn't up to a level where it should be, because he relieves on the Sharingan to see the linear movements of the attacks. Most notable when A attacked him At his speed. Also, Sasuke speed lacks due to just relieving on the Sharingan, by just looking for the movements of the attacker.
I will give him some credit towards his Ninjutsu. Hes good at that, has a well varied techniques to range from. Only problem hes need to stop going balls to wall with his Amaterasu and use it tactfully.
Bottomline, he just need to train more, and he would then surpass Itachi like Tobi and Kabuto&Oro noted like wise.
