Sharingan Tobi is in fact better than Minato. Minato landed one hit on Tobi, but that doesn't determine who's stronger, does it? If Minato was so confident in his ability to defeat Tobi, he would have followed and quickly killed him while Hiruzen dealt with Kurama.
And here's some panels proving that Sharingan Tobi was and is better than Minato:

Minato is clearly trembling and worried because he's realized that Tobi is more powerful than him. Why else would he be in so much fear?
"He is incredible!"
"[He] wields space time techniques that exceed both the second's and mine"
"If I don't kill him he'll become a greater danger than the Demon Fox"---->Was he able to kill Tobi? No.
"He was so strong not even the 4th could do anything agaisnt him!" -----> Naruto thought of the 4th as a great Hokage, and still admitted that Tobi was stronger than him.
And as a last resort, Tobi still had his perfect Izanagi and amazing Genjutsu.
Minato, at the start, was trembling and was awed by Tobi's power. Later, he intended to kill him, but wasn't able to. If he was so confident he could have instantly teleported to him and finished him off. And on top of that, Minato's own son admitted that Tobi was stronger than him. And Minato himself admitted that Tobi saw through all of his moves, and that Tobi's techniques were superior to his.
Sharingan Tobi > Minato, and this is with Tobi only showing one of his techniques thus far.
EDIT: I might not go as far as to say that Sharingan Tobi was superior to Minato. But if anything, they're even. That one battle doesn't prove Minato's superiority over Sharingan Tobi.
LOL Tobi's Genjutsu can one-shot Minato. :rofl:
