Not easily, but still. In all seriousness, Zabuza doesn't have much ranged techniques in his arsenal. At least none that would be capable of reaching Deidara who would likely be flying in the sky on his bird. A bird that allows him to be fast and agile enough to even elude Gaara's sand.

And even if Zabuza has some large scale Water techniques that could reach Deidara, from what we've seen in his fight with Sasuke his bombs are Earth-natured. If anything Deidara's bombs would work even more effectively against Zabuza's Water since Earth has an elemental advantage over Water

If Zabuza uses mist Deidara could just fly up out of Zabuza's range and drop bombs all he wants. He doesn't even need the dragon or c4... so low dif, Deidara. Not a good matchup as Zabuza has no range...
