Why did tobi attack the leaf with the nine tails?

I realize he did it at this time because the seal was weak from child birth but if he has the same plan as he does now it does not fit and if its to frame the uchiha because he has some sort of resentment towards them it brings me to my second question.

why would he help itachi with the massacre?

when tobi was explaining itachis life to sasuke, he said he wanted to rekindle the flames of war but if he indeed help then he did the exact opposite by stopping the coup. Tobi contradicits himself because he even said the coup could have started the fourth war?

Well... Maybe he helped him massacre the uchiwa clan to collect the eye. I remember seeying in the manga him in a room filled with sharingan's in bottles. Those eyes have a lot of power so he will probably use them for some power up.
And i thought before that maybe he massacred them because his 'madara' (we still aren't sure) then he would hate the uchiwas because of them teamming up with konoha.

in that case why wouldn't he allow the uchihas coup to happen at this time while the other countries were distracted by war i believe he would of had a relatively easy job of collecting the beast
