When, because if it was during the chunin exams I think Lee because he had the lotus and Neji didn't know, but if it's later I'm sure Neji has some way to counter now that he knows about it and has had time to think(plus even if we haven't seen it he got stronger)

I say Neji

Lee always said he lost to Neji every time they fought and that was even when he was almost as strong as Gaara. The only thing Neji didn't know about Lee was the lotus which he now knows all about, Lee has more pure speed, but logically thinking even with his speed he still lost to the Byakugan with its 359degree vision and insight plus Neji's attacks which are Gentle fist which was regarded by Gai as the greatest Taijutsu of the leaf and Neji as the most gifted Hyuga of the time. Neji could hit a chakra point and stop his chakra or trigrams and take them all out, the only way I can possibly see Lee winning is if when he got stronger he can do the 6th gate and owns Neji by Gating at the very beginning.
