Between Madara and Nagato, who is better at using the rinnegan (Not asking who is stronger.)
Remember:
Madara awakened the Rinne naturally, (shortly) before his death. However this implies that Madara only had it for a short time before dying, unlike Nagato who has been using it constantly for decades
Nagato was apparently given the Rinne by Tobi when he was very young, he is neither and Uchiha nor Senju so the Rinne is not a part of his bloodline. However, his uzumaki blood gives him massive chakra reserves making him capable of controling the six paths easily and using large-scale rinne techniques such as Chibaku tensei
Nagato has essentially lived through the six paths since he crippled himself as a teenager by summoning Gedo Mazo. So in terms of Rinnegan "study time" no one has been using it longer than Nagato other than SO6P
But Madara is the head and founder of the Uchiha clan, and thus the Rinnegan is the highest evolution of his KG, some people would say he has greater potential with it for this reason.
We don't get to see Madara use his as much because his arsenal is so much greater due to the Hashirama DNA he has and the fact that he is an Edo and can fight carelessly if he wants (destroying everyone including himself with meteors)
