You realize by your logic you can't assume that Tsunade doesn't have the strength to break through full Susanoo, you can't assume the Mei's lava or boil release isn't hot enough to melt it, you can't assume Gaara's sand still want find a way to screw Susanoo. Because we've never seen Susanoo show those kind of feats of durability. Thus it could be argued either way. For instance you can say Tsunade can't break a full Susanoo, but I can argue she snapped the sword with one punch, shatter an incomplete Susanoo with two strikes. Therefore she only needs to hit full Susanoo more times to make it crumble. And that would be a logical assumption. Because the fact of the matter is there are a lot of feats we will never see from a lot of things. So we must reason on what we do know. And reasonable, a bijuu dama is one of the most powerful forces we've seen. It's like the spirit bomb of Naruto. So it's only rational to think it would go through layers of chakra that aren't as concentrated.
we have yet to see a complete susanoo being broken by any attack. until then incompletes are the only form of susanno that has been broken.
as you can see madara is only toying with them and they have yet to even wound him unless he wants them too
