Kan, he has Sasori's body for a puppet. He has long rage water attacks that have been shown to cut rocks, a flamethrower, a body covered in blades, and highly poisonous needles. If one needle hits, Sai is dead regardless.

Sai would win high difficulty because of beast scrolls, he is also very analytic and has a wide variety of jutsus. Kankuro is beast and all, dont get me wrong...but not against sai from anbu
