Whenever an ms technique is used the user has to activate the ms. Obviously itachi wouldve activated it to use tsukuyomi

He did. Believe me when i say id like to say itachi can use tsukuyomi or any other ms technique with a 3 tomoe sharigan xd. Kishi just didnt show it, no different to how he didnt show kakashi's ms design until the deidora scenario. No different to how i believe tobi has the ms, but hasnt been shown yet since it might give away his identity

when itachi fought kakashi he only has 3 tomoeo on ( not saying he didnt have ms)

and i clearly proved him wrong his ms wasnt activated and he still used tsukuyomi

It's not that he didn't use it, it's that it wasn't shown.

Naruto told Killer Bee to avoid Tsukuyomi or esle he is finished after he had already seen Bee break from Itachi's regular genjutsu.
