For me it's Itachi....Not gay Sasuke..
Cause he's way stronger than Sasuke and a true master of sharingan unlike Sasuke.. It's as simple as that.

Note: Don't count Nagato/Konan/Yahiko cause even though they shattered the bond with system in ame,they were faithful and ruled in the same village.So they have the alliance with hidden rain.
