wtf? you have no idea what the databook says, you've probably never even read it.. Every uchiha who unlocks ms gets their own jutsu, or a nonunique ms jutsu..

According to the manga, (tobi) , Eyes that unlock tsukyomi and amaterasu , are RARE , eyes that unlock susanno are even rarer .... and according to the databook , which you obviously never read, To have susanno, you need to have amaterasu and tsukyomi
Minato couldn't kill tobi. why? Izanagi. He'd suffer the same faith as konan.He could even have killed Tobi if it wasn't the scenario. Because in the scene when he stab Tobi with a kunai, he could have cut his head but it wasn't good if Tobi had die at that time.
And yes i think Tobi is stronger than both of them. Since Itachi was alive, he never even tried to kill Tobi and there must be a reason. The reason is that he couldn't do it. Tobi knew all about him. Itachi doesn't even know one thing about Tobi. Proof is that he think Tobi=Madara.
As you say, i don't even see Amaterasu working because he can either seal it like Jiraya does, or even teleport the flames away. And as said before he is too fast for genjutsus.

To use Izanagi you must cast it before. Against Konan he had time to cast it, but in that scene he couldn't have time to cast Izanagi because it happened to quickly an took him by surprise.

Using Izanagi at that moment would be wasting his Sharingan for nothing. He was not in danger like against Konan. Danzo could spam Izanagi because he had a lot of sharingans. But Tobi only has 2. He can't spam Izanagi for nothing or he could even lost his eye that helps him to teleport himself.
So he must feel that he is in danger to cast Izanagi. And in the action where Minato stab him with a kunai, it caught him by surprise. He hadn't time to cast Izanagi. It's at that time that i say Minato could have kill him.
He has a room full of sharingan he could easily replace it. I think Konan was more of a challenge for him. and Minato dosn't have a One-hit-kill or One-hit-near to death move, so i really doubt it.
Even if he replace it, he loses the ability to teleport himself because only his right sharingan can do that(i suppose^^).
Also as i said, to use Izanagi, he must activate it before like here:

He never had time to activate Izanagi. Because on the first image we can see it's not Izanagi because he got hurt and not turned into an illusion. An on the second image, you can see that Minato stabed him with a kunai. It's in this action, that i say that, he had no time to activate Izanagi like against Konan, and if Minato had cut his head instead he would have been dead.

Im assuming he means a scenario where alive itachi and sasuke encounter both jman and minato alive. And dont call it cheating and say what must be changed to make it fair. Admit in this scnario that jman and minato would win then make your own and see what people think. Dont come in calling bs on someone elses idea. Now to stay OT obviously jman and minato mid to high diff. Genjutsu is more or less useless against jman and i bet minato having been a hokage knows better than to look them in the eyes or itachis ring. Minato could dodge ameterasu and if jmans hit he could seal it. Other then that they dont have to do anything until the uchihas go blind or run out of chakra and then mop up.
HAHA dude in trying to justify the uchiha bros you have proven why they cat win. Under these circumstances Minato and Jiraiya would win because after like two attacks Sasuke's eyes bitch out and Itachi could not beat FTG and Jiraiya's sage mode. And honestly we dont even know if Minato has sage mode as well, if so than it is a definite win

Minato and Jiraiya win this fight with great difficulty IMO
The use of their MS (since Sasuke's EMS is ruled out) would weaken the Uchiha brothers to much. Itachi already had a stamina problem when dealing with long fights
