I say the Uchiha had more to unlock than the Senju, but never got that high (other than Madara).

As a whole clan, Senju are the strongest.

First Hokage took down Madara with Kurama's help.

2nd could use advanced Suiton in an area with no water, invented Edo Tensei, and had Space/Time ninjutsu.

Then Tsunade.... She's weak, and as sexist as this sounds, the kunoichi of Naruto tend to be a lot weaker than the males. Kishimoto's fault for making it that way. However, Tsunade is still Hokage despite possibly stronger ninja such as Kakashi and Gai being around. She's also an advanced medic-nin and trolled Madara for a second.

Tsunade could killed Kakashi and Gai with one punch.Neither Gai or Kakashi can match her strength, and neither of them would be any use whatsoever in the fight with Edo Madara.The underestimating of Tsunade by people like you only shows your lack of understanding of what it take to be a leader.Being a kage doesn't mean being flashy with your jutsus.Which is the only logical reason I can think of is to why anyone would think Kakashi or Gai are in Tsunade's league.
