Best strategy in actual combat is Itachi. He can formulate strategies in combat on the fly better than Shikamaru

Itachi had more opportunities to show his intelligence and skills. As for strategy I'd put Itachi over Shikamaru for the simply reason his implementation is far faster, more effective and not as extensive. He realyze and analyze the situation very well and is able to create an effective plan instantly irrespective of the situation. For example when he figured out Nagato was using a shared vision and has found the blind spot immediately. This is just one of many examples.

Shikamaru is the clear favorite for the number one position.A lot of people say Itachi is above him ,but Itachi relives heavily on the Sharingan and that power is what helps Itachi in the majority of the battle we seen him in.Shikimaru on the other hand is strictly intelligence.
