I always wanted to give my top 20 strongest shinobi so here is my chance. Please do remember this is my opinion some of you won't be pleased with it, but with some common sense I might be able to change my mind.

This list needs a lot of work. Tsunade at 11 O_O, Kakashi and Gai on there... definitely shouldn't be, Naruto should be higher, 2nd and 3rd Hokage should be much lower, Naruto surpassed his father. So yeah needs work.

I was a bit disappointed in Sasuke in the last chapter. He attacked quite recklessly and this can be fatal against the likes of Minato... I'm going to switch those 2.

uh u know Hashirama goes before madara! and we all know Minato rocked tobi's world!
