I always wanted to give my top 20 strongest shinobi so here is my chance. Please do remember this is my opinion some of you won't be pleased with it, but with some common sense I might be able to change my mind.

I agree Naruto may replace Madara or even Rikodou! This show is called Naruto for a reason, but not yet.

You can replace Tsunade with Orochimaru, it won't make that big of a difference... Hatake sakumo are u kidding me?
Where does Minato belong then?

Yes, Sasuke caused me alot of trouble. I barely put him above Minato...
