I think she may be. It seems plausible that she would be anyway. I mean, he shouldered a promise for her all that time...though it's over now. After Sai told her what she may have been blind to see, she realized how much he cares for her. And then Sasuke tried to kill her twice, I think that horse was shot in the face.
But I mean, the signs are there. While she was healing him after the Kyuubi was unleashed, Yamato hints that she does. And when she was healing Hinata, the look she had in her eyes was pretty downcast to find that she loved Naruto. The ellipsis suggests there is more to her thoughts we weren't seeing. Maybe she was jealous because she does as well... I mean, why would she care anyway? Why show us this scene? Why show her thinking this? It's pretty hint-hint if you ask me.
But I think she took the opportunity and did something the old Sakura would have never done. She hugged him. She crried out for him and he saved the village as she was hoping he would. He deserved that recognition from her. Furthermore, she also feeds him after he hurts his arm from using the Rasen-Shuriken. That's also something she never would have done.
In all honesty, she has come a long way from the Sasuke fangirl she used to be. I'd say after Sasuke left, she was able to see past him and to Naruto. When she and Naruto meet up after the time skip, she seems to think he's taller and more handsome. Another lead on that was implied well. If you consider Sasuke's feelings, he's never loved Sakura. Or was interested in her in any way beyond her being a comrade. So he wouldn't be interested in rebuilding his clan with her. I think he may go for Karin. Sakura may just want to rebuild the Uzumaki clan with Naruto... But I really think she's transitioned from Sasuke to Naruto. And given Naruto's strong will to never give up, I doubt he's going to give up on getting her to show her feelings to him/like him back (if she doesn't already).
