Even if hiruzen was stated to be the strongest at that time by kabuto, first of all how does kabuto know this. Has he seen what the other kages have to offer.

2) EXISTING konoha jutsu
which means dead ninja jutsu aren't part of his arsenal
He does however know thousands of jutsu which has been stated in the manga like twice already.. and he has shown a nack for learning other peoples jutsu - Death god seal

he said it was widely known that hiruzen was the strongest kage
meaning the world considered him the stronger kage of the 5.. not only kabuto.... So of course other villagers must have known the power of their own kages... and for that rep to be going around there had to be a reason.

Dude i couldnt care less. Old hiruzen isnt beating A, to use what was said in part 1 as the base for your argument isnt much.
A would win this with low difficulty.
If sasuke who not only has the sharigan on his side, youth and speed and yet he couldnt keep up with A and got liger bomb, which if it wasnt for susano he'd be dead but due to A's speed had to mold amaterasu around susano, what can old hiruzen do.
A would blitz him and liger bomb the old fart, with this snatching the light out of his eyes

I think he means overall. Overall, Hiruzen is better than A. And since the databook gave Hiruzen a 5 in genjutsu, who's to say he wouldn't put A in a genjutsu?

his old age , anyone old age would lower their strength,stamina and speed
in the manga he stated lifting up enma his diamond staff was trouble for him
which indicates he did have a decrease in strength
And well throughout that fight it was stated his stamina greatly decreased
And as for speed i'm just using common sense

We go by techniques shown in the manga. Sarutobi hasnt shown any prowess in genjutsu nor has he shown any technique that would damage A apart from the reaper techinque which i believe he wouldnt be able to use because he'd have to catch and restrain A first (fat chance), but also i believe clouded in raiton he wouldnt be able to touch him, but also remove all his soul
He would most likely have a max for everything because all the things he fails at in the databook is speed, strength and stamina and its in the manga that has established that if it wasnt for his old age thoe stats would be higher

Well, it is hypothetical. We don't really know how it would go or what Hiruzen would do in this battle.

hiruzen beats him... kabuto even being an assistant to oro at that time knew hokage is the strongest of all kages at that time....including raikage... moreover sarutobi can convert field to mud...which will hamper raikage's speed immediately hence A will have to be careful....no doubt A is very very powerful.... but considering that sarutobi held his ground against 1st and 2nd hokages and orochimaru...who are enough to shit anyone's pants.... he'll win with some clever plan may be some sorta quick sand no jutsu...

I go with Hiruzen.
He can create an earth wall in preparation for A's high speed attack(like the army did for A's father) and when he's drilling through it, Sandaime can prepare to cage him in Enma once he comes out the other side, then...I dont know...throw a sleeping pill at him? Lol. Use a paralysis genjutsu or some sort of seal.

speed aint everything remember how killer bee had his blade againt minato is the killer instict that make you the strongest SPEED with out strenght is useless he only uses taijutsu konoha taijutsu is better am pretty sure hokage can open gates if he has 5 in tai and he know all of konaha combat styles
