Alright it will be a plain dessert flat land.
I will go first.

Descripton: Creates a down pour of oil rain from the sky that is flameable and can be used with fire jutsu or any source of flame to ignite the oil.
Hidden Mist Eye Sight Deprevation
Type:Supplementary

Chakra cost:15(-3 each turn to keep it active)
Damage Points:N/A
Descripton:Using the hidden mist jutsu the user reflects the natural light an a way that it blinds there opponent tempoaraly aslong as the opponent is in the mist.
Note:Must have already used hidden mist jutsu

• Description: A bigger version of the cutting whirlwind.
to clear out the Black clouds... so the only oil is the oil that is already on the ground...

* Description: User Must Generate wind with some kind of weapon or tool. This Jutsu throws forth a burst of wind accompanied by 3 Large, Slicing, Crescent shaped, wind blades. The Burst of wind repels all weapon attacks as well as most projectile jutsu and the Blades continue toward the enemy.

and to finish my turn i use:
(Fuuton: Kami Kaze)-Wind Style Divine Wind
• Type: Attack/Supplementary
• Range: Short
• Chakra Cost: 15
• Damage Points: 30 (+10 if used with a fire type)
• Description: Creates for pillars of rotating wind that can be use with a fire to make fire tornadoes.
and they stay as wind and attack you from all sides... then they catch the fire from the oil and erupt into massive flame tornadoes...
