Kabuto knows Rinnegan is superior to the EMS, that's why he gave Madara Rinnegan. And anyways, Rinnegan is the ultimate doujutsu, because:
EMS + Senju = Rinnegan

Madara awakened the rinnegan himself, kabuto didnt give it him.
