I don't agree about healthy Kimimaro being akatsuki level. But Kakashi part 1 level imo.
We haven't really seen much from Neji since shippuuden started. Who knows how much he have improved.

But I'd say Kimimaro ends up winning with high difficulty.

Maybe sick kimimaro > neji mid diff too. If he use Cursed seal lv2 in earlier, i dont figure out how neji counter it with just kaiten? even Gaara's absolute defense is not enough for him sometimes.
