No. They are not a combination of Quincy, Shinigami, and Hollows.

From Ivan we can clearly see a difference in appearance between the group of Quincy. Apparently some of them have masks and some don't. We also saw that there's a struggle within the group:

This suggests they aren't working together because they want to, but rather that they may be doing so for some greater purpose that benefits them all. Or possibly being forcefully assembled by this Quincy "King".

Someone already posted this theory, but if anything, I'd agree with him and say there are some Quincy who have Shinigami powers (the Bankai users), and some Quincy who have Hollow powers (ones with masks such as Ivan).

Until we actually see one of these Vandenreich Quincy use a Bankai, I don't believe they have it. Remember what Ivan wanted to do, it looked more like he wanted to absorb Ichigo's bankai, and thus possibly steal it for himself. So they don't have a bankai of their own, but can steal them..?

As long as we don't know what their powers really are, I wouldn't be so hasty as to jump to conclusions like that without having something to back it up, Better

Besides, if they can seal it, why wouldn't it be possible for them to be able to draw at least some power from a sealed bankai..?

my thought is that sasakibe tried to go bankai and got his seal or something just a theory and assumption of sasakibe using bankai

Just cos Ivans (very russian name not very german) tech didnt work, doesnt mean the other ones doesnt mean.

But if they really "take away" bankais this would perfectly fit against Ichigo. He is famous to loose his poweres every few weeks and get them back by getting cut.

Not a bad theory at all. There must have been a reason Ivan almost busted a nut when Ichigo was about to go Bankai. He looked as if he thought he won, so it's very possible that they're able to absorb Bankai in some way to feed themselves. Of course this is only speculation at this point
