Ok, so naruto vs Minato. They both have full health. They both don't have any knowledge about each other. Naruto can't use Biju mode and Minato can't use reaper death seal. Who wins this?

It's kind of unfair since Reaper Death Seal results in a tie.
This means that Naruto can't really use one of his biggest assets yet all you gave Minato was the inability to make him make it a tie.
But Minato wins. Naruto uses Rasengan, but lacks the speed. Minato uses Rasengan, but has the speed. If Naruto has Bijuu Mode, he should have the speed to counter Minato's speed.

Sage Mode could sense any danger easyly yes, but Naruto's SM is lack of time. (he cannot gather it while he fought) when SM is out of time this is end of avoid from Minato's FTG. If he prepared well for fight he has max 3 sage body 2+1. when times is out for SM, Without sage mode, Naruto Can not face with Minato. i thought minato could avoid from his all of attack because of his well known speed And Minato is a better shinobi(Genius, Tactician, experienced)... So this battle would take a long time... So i go with Minato.
