Bee doesn't suck hes one of the top ninjas alive so far. Also the only person I know that can use genjutsu highly effectively on Bee is Itachi since he can alter the time within the genjutsu. Other then that you have to use a very fast genjutsu on Bee to be effective otherwise he will just counter it by the 8tails waking him up.

All level of genjutsu works on him itach's basic gen worked hachibi had to snap him out of a lower level one
Sasuke's feather genjutsu dropped him I agree hachibi can release him but he still can be caught pretty easy
