Maybe he didn't want to. He has the Rinnegan, he doesn't really need it. And Itachi has used Amaterasu at least three times.

To unlock Susanoo, you need to unlock Amaterasu in one eye and Tsukuyomi in the other, according to Narutopedia.

I understand that part, but I was suggesting that Madara also has EMS which is a combination of his MS and Izuna's. Izuna's MS might give him the ability to awaken the three Doujutsu abilities. Even so, he still has yet to show his true strength during the "Kage Battle."

Also, Shisui was said to have a powerful Doujutsu which project a Genjutsu on his opponents. Can you say he also have the same Doujutsu abilities such as Itachi, Madara, and Sasuke? No, it was never said for him to awaken such abilities.

Like I said before, anyone can get the abilities of Susanoo, Tsukuyomi and Amaterasu. I think it only awakens in a few members when they have obtain MS. I could be wrong and search the Manga for proof, but I don't want to.

I think people are forgetting that not every uchiha have the same abilities, he probably doesn't have it or he doesn't want to use it and if he has it why would he use such technique when he has mokuton and the rinnegan?
